Building stronger
communities, together

Parseria Hametin Dezenvolvimentu Suku no Administrasaun Munisípiu

Australia's AUD80 million flagship investment (2021–2031) working with the Government of Timor-Leste to strengthen governance, deliver resilient infrastructure to all 452 villages, and ensure every citizen has a voice in decisions that shape their lives.

1 in 4 households without safe water

A quarter of Timorese households lack access to safe drinking water. PARTISIPA is strengthening the systems and maintenance structures needed to close this gap — sustainably.

70% of rural roads in poor condition

Seven in ten core rural roads are deteriorated, cutting communities off from services and markets. PARTISIPA embeds climate-resilient road maintenance into municipal governance systems.

46% multidimensional poverty rate

Timor-Leste has the highest multidimensional poverty rate in Southeast Asia. PARTISIPA addresses root causes — weak local governance, poor infrastructure and excluded voices — from village level up.

Three pillars,
one shared goal

Three mutually reinforcing pillars spanning all 13 municipalities — integrating infrastructure, governance, and resilience to deliver Australia's largest investment in Timor-Leste's future.
